I believe he is called the Lighthouse Keeper. When the black button (on the anterior base).

Is pressed the lighthouse lights up with sounds of the sea & Seagulls. There are 2 small areas on the base that have slight damage (lateral left foot & posterior area right foot). These areas are very small & hardly noticeable. Maybe they could be touched up. I tried to show these areas in my pictures.
