Based on his gray 3 prong plug I would estimate he is from the 1980s. Moves head and right arm up and down. His issues are: wear to the base, paint cracking to the face, not attached to the base, one foot needs to be reglued to his leg, beard needs sprucing up, and usual wear to overall body and clothing. He can look even better again with a bit of repair and restoration. I have not see another one like this for sale.
